The General Law Committee in Connecticut has made a significant decision: it will not lift the THC potency cap for adult-use cannabis in 2025. This choice may appear to be a small regulatory move, but it has far-reaching consequences for consumers, medical patients, businesses, and the state’s tax revenue.

With this cap in place, consumer choice becomes limited. Adult-use cannabis will remain restricted to lower-potency products, leaving many consumers without the options they desire. Furthermore, the market for high-potency products is growing. However, many producers may decide not to navigate Connecticut’s strict regulations, leading them to opt out entirely.

Medical patients who depend on higher-potency cannabis for conditions such as pain management and PTSD will continue to face challenges. Despite existing legal protections, these patients are at risk of being abandoned without the products they need. Local businesses may also suffer, as consumers unable to find their desired products in licensed dispensaries might turn to unregulated markets, which ultimately undermines Connecticut’s legal cannabis industry.

Additionally, the state and municipalities stand to lose millions in tax revenue. When consumers purchase cannabis outside the regulated market, those funds are not available to support infrastructure, public health initiatives, and community reinvestment.

The reality remains clear: high-potency cannabis will persist regardless of lawmakers’ decisions. The critical issue is whether these products will be safely sold in a regulated market or if consumers will be driven to potentially unsafe alternatives. Connecticut has a chance to enhance its legal cannabis industry while safeguarding public health. By refusing to reconsider the THC cap, lawmakers are prioritizing outdated prohibition-era thinking over practical policy solutions, putting everyone at risk.
