B\u011bhem pracovn\u00edho zased\u00e1n\u00ed 1. dubna rada diskutovala o mo\u017en\u00fdch pen\u011b\u017eit\u00fdch sankc\u00edch za poru\u0161en\u00ed p\u0159edpis\u016f, p\u0159i\u010dem\u017e se projevily r\u016fzn\u00e9 n\u00e1zory na jejich p\u0159\u00edsnost.<\/p>\n\n\n\n<p>Komisa\u0159i diskutovali o pokut\u00e1ch za prvn\u00ed, druh\u00e9 a t\u0159et\u00ed poru\u0161en\u00ed, v\u010detn\u011b toho, zda pozastavit nebo zru\u0161it registraci maloobchodn\u00edk\u016f prod\u00e1vaj\u00edc\u00edch vysoce \u00fa\u010dinn\u00e9 konop\u00ed po t\u0159et\u00edm poru\u0161en\u00ed. Poru\u0161en\u00ed by mohlo spo\u010d\u00edvat v prodeji osob\u00e1m mlad\u0161\u00edm 21 let nebo v nedodr\u017een\u00ed provozn\u00edho \u0159\u00e1du. V sou\u010dasn\u00e9 dob\u011b rada uva\u017euje o pokut\u00e1ch ve v\u00fd\u0161i $500 za prvn\u00ed poru\u0161en\u00ed, $1 500 za druh\u00e9 a o odebr\u00e1n\u00ed povolen\u00ed za t\u0159et\u00ed poru\u0161en\u00ed t\u00fdkaj\u00edc\u00ed se maloobchodn\u00edch v\u00fddejen s vysoce \u00fa\u010dinn\u00fdm konop\u00edm. Krom\u011b toho zva\u017euj\u00ed pokutu $2 500 pro ty, kte\u0159\u00ed prod\u00e1vaj\u00ed vysokopoten\u010dn\u00ed konop\u00ed bez \u0159\u00e1dn\u00e9 registrace v okrese.<\/p>\n\n\n\n<p>\u010clenov\u00e9 komise pl\u00e1nuj\u00ed p\u0159ijmout n\u00e1vrh na\u0159\u00edzen\u00ed na nadch\u00e1zej\u00edc\u00edm zased\u00e1n\u00ed 8. dubna a 13. kv\u011btna uspo\u0159\u00e1dat ve\u0159ejn\u00e9 sly\u0161en\u00ed. Zd\u016fraznili, \u017ee p\u0159i tvorb\u011b vyhl\u00e1\u0161ky je d\u016fle\u017eit\u00fd vstup ve\u0159ejnosti. Spr\u00e1vkyn\u011b okresu Lisa Hergesov\u00e1 poznamenala, \u017ee zp\u011btn\u00e1 vazba z ve\u0159ejn\u00e9ho sly\u0161en\u00ed by mohla poskytnout cenn\u00e9 poznatky, kter\u00e9 by mohly v\u00e9st k dal\u0161\u00edm \u00faprav\u00e1m navrhovan\u00fdch p\u0159edpis\u016f.<\/p>\n\n\n\n<p>Rada do zna\u010dn\u00e9 m\u00edry souhlas\u00ed s doporu\u010den\u00edm krajsk\u00e9ho odboru ve\u0159ejn\u00e9ho zdrav\u00ed, kter\u00fd navrhuje omezit po\u010det maloobchodn\u00edch registrac\u00ed pro prodej vysoce \u00fa\u010dinn\u00e9ho konop\u00ed na dv\u011b. \u0158editelka odboru ve\u0159ejn\u00e9ho zdrav\u00ed Sara Bensonov\u00e1 vyj\u00e1d\u0159ila obavy z nasycen\u00ed trhu a zd\u016fraznila, \u017ee okres Renville je relativn\u011b mal\u00fd. Zm\u00ednila o\u010dek\u00e1v\u00e1n\u00ed, \u017ee v bl\u00edzkosti obce Lower Sioux bude z\u0159\u00edzena konopn\u00e1 v\u00fddejna.<\/p>\n\n\n\n<p>Komisa\u0159i sice mohou omezit po\u010det maloobchodn\u00edch v\u00fddejen na dv\u011b, ale obce v okrese mohou st\u00e1le otev\u00edrat v\u00fddejny, ani\u017e by se do tohoto limitu zapo\u010d\u00edt\u00e1valy. Benson uvedl, \u017ee v sou\u010dasn\u00e9 dob\u011b jedna obec uva\u017euje o vlastn\u00ed regulaci konop\u00ed, zat\u00edmco jin\u00e1 se je\u0161t\u011b nerozhodla. \u010cty\u0159i obce se rozhodly p\u0159en\u00e9st svou pravomoc na okres a \u017e\u00e1dn\u00e1 obec neprojevila z\u00e1jem o vytvo\u0159en\u00ed vlastn\u00edch pravidel.<\/p>\n\n\n\n<p>Aby bylo zaji\u0161t\u011bno dodr\u017eov\u00e1n\u00ed p\u0159edpis\u016f, pov\u011b\u0159ili komisa\u0159i ve\u0159ejn\u00e9 zdravotnictv\u00ed okresu Renville dohledem nad prodejem konop\u00ed, podobn\u011b jako je tomu v p\u0159\u00edpad\u011b prodeje tab\u00e1ku.
