Tato zpr\u00e1va nazna\u010duje siln\u00fd odpor ke zm\u011bn\u011b sou\u010dasn\u00e9ho pr\u00e1vn\u00edho statusu konop\u00ed, p\u0159i\u010dem\u017e uv\u00e1d\u00ed obavy z neleg\u00e1ln\u00edch trh\u016f, s\u00edly produktu a vlivu nadn\u00e1rodn\u00edch zlo\u010dineck\u00fdch organizac\u00ed (TCO).<\/p>\n\n\n\n<p>Zpr\u00e1va se oproti p\u0159edchoz\u00edm o\u010dek\u00e1v\u00e1n\u00edm v\u00fdrazn\u011b li\u0161\u00ed t\u00edm, \u017ee v\u011bnuje odd\u00edl konop\u00ed, co\u017e m\u016f\u017ee n\u011bkter\u00e9 pozorovatele p\u0159ekvapit. Zat\u00edmco jin\u00fdm nebezpe\u010dn\u00fdm l\u00e1tk\u00e1m, jako je fentanyl a metamfetamin, byla v\u011bnov\u00e1na pozornost, zam\u011b\u0159en\u00ed DEA na konop\u00ed podtrhuje jeho vn\u00edmanou m\u00edru ohro\u017een\u00ed. Zpr\u00e1va tvrd\u00ed n\u011bkolik kl\u00ed\u010dov\u00fdch bod\u016f:<\/p>\n\n\n\n<p>- P\u011bstov\u00e1n\u00ed konop\u00ed v leg\u00e1ln\u00edch st\u00e1tech, jako je nap\u0159\u00edklad Oklahoma, vyu\u017e\u00edvaj\u00ed \u010d\u00ednsk\u00e9 spole\u010dnosti TCO a mexick\u00e9 kartely, kter\u00e9 z\u00e1sobuj\u00ed neleg\u00e1ln\u00ed trh s marihuanou v USA.\n- Navzdory legalizaci na \u00farovni jednotliv\u00fdch st\u00e1t\u016f se \u010dern\u00fd trh s marihuanou rozrostl, co\u017e tyto zlo\u010dineck\u00e9 organizace podporuj\u00ed.\n- Zpr\u00e1va tvrd\u00ed, \u017ee tyto TCO produkuj\u00ed konop\u00ed s obsahem THC v pr\u016fm\u011bru 25% a\u017e 30%, co\u017e p\u0159edstavuje nejvy\u0161\u0161\u00ed s\u00edlu zaznamenanou v historii obchodu s drogami.\n- Zd\u016fraz\u0148uje, \u017ee i ve st\u00e1tech, kde je konop\u00ed leg\u00e1ln\u00ed, hladiny THC \u010dasto nejsou regulov\u00e1ny, co\u017e vyvol\u00e1v\u00e1 obavy o bezpe\u010dnost.\n- St\u00e1ty, kter\u00e9 konop\u00ed legalizovaly, obvykle hl\u00e1s\u00ed nejvy\u0161\u0161\u00ed m\u00edru u\u017e\u00edv\u00e1n\u00ed, zejm\u00e9na mezi zraniteln\u00fdmi skupinami obyvatel.\n- Nedostate\u010dn\u00e9 ozna\u010dov\u00e1n\u00ed v\u00fdrobk\u016f vede k n\u00e1r\u016fstu n\u00e1hodn\u00e9 expozice, zejm\u00e9na u d\u011bt\u00ed, a to zejm\u00e9na u v\u00fdrobk\u016f, jako je Delta-8.<\/p>\n\n\n\n<p>Zpr\u00e1va p\u0159edev\u0161\u00edm neuv\u00e1d\u00ed odkazy ani d\u016fkazy pro mnoh\u00e1 sv\u00e1 tvrzen\u00ed, zejm\u00e9na pokud jde o vztah mezi legalizac\u00ed konop\u00ed a zv\u00fd\u0161enou m\u00edrou kriminality, jako\u017e i nedostatky v regulaci. Tento nedostatek citac\u00ed ponech\u00e1v\u00e1 prostor pro skepsi v\u016f\u010di zji\u0161t\u011bn\u00edm.<\/p>\n\n\n\n<p>D\u016fsledky t\u00e9to zpr\u00e1vy nazna\u010duj\u00ed, \u017ee DEA se s velkou pravd\u011bpodobnost\u00ed postav\u00ed proti jak\u00fdmkoli snah\u00e1m o zm\u011bnu za\u0159azen\u00ed konop\u00ed na seznam. Zpr\u00e1va opakovan\u011b spojuje n\u00e1r\u016fst u\u017e\u00edv\u00e1n\u00ed marihuany a kriminality se st\u00e1tn\u00edmi programy, co\u017e nazna\u010duje, \u017ee agentura pova\u017euje tyto probl\u00e9my za vz\u00e1jemn\u011b propojen\u00e9.<\/p>\n\n\n\n<p>Zpr\u00e1vu lze tak\u00e9 interpretovat tak, \u017ee DEA uv\u00e1d\u00ed nezbytn\u00e9 p\u0159edpisy, kter\u00e9 je t\u0159eba zav\u00e9st, pokud dojde ke zm\u011bn\u011b za\u0159azen\u00ed na seznam. Vyj\u00e1d\u0159en\u00e9 obavy mohou nazna\u010dovat, \u017ee DEA bude vy\u017eadovat:<\/p>\n\n\n\n<p>- Zlep\u0161en\u00ed syst\u00e9m\u016f sledov\u00e1n\u00ed, aby se leg\u00e1ln\u011b vyp\u011bstovan\u00e9 konop\u00ed nedostalo na \u010dern\u00fd trh.\n- Jasn\u011bj\u0161\u00ed p\u0159edpisy t\u00fdkaj\u00edc\u00ed se limit\u016f s\u00edly THC na v\u0161ech trz\u00edch.\n- Standardizovan\u00e9 po\u017eadavky na ozna\u010dov\u00e1n\u00ed v\u00fdrobk\u016f, aby se minimalizovala n\u00e1hodn\u00e1 expozice.\n- Jednotn\u00e9 p\u0159edpisy pro testov\u00e1n\u00ed s c\u00edlem zajistit bezpe\u010dnost a shodu produkt\u016f.\n- Dohled nad produkty z\u00edskan\u00fdmi z konop\u00ed s c\u00edlem potvrdit p\u0159esn\u00e9 ozna\u010dov\u00e1n\u00ed a uv\u00e1d\u011bn\u00ed slo\u017eek.<\/p>\n\n\n\n<p>Vzhledem k tomu, \u017ee se politika v oblasti konop\u00ed nad\u00e1le vyv\u00edj\u00ed, m\u016f\u017ee postoj DEA a zji\u0161t\u011bn\u00ed uveden\u00e1 ve zpr\u00e1v\u011b NDTA v\u00fdznamn\u011b ovlivnit budouc\u00ed diskuse o legalizaci a regulaci.
