The Community Board 8 in New York City has narrowly approved the establishment of a new cannabis dispensary at 242 East 86th Street, following a vote of 6-4. This decision comes amidst mixed reactions from board members, reflecting concerns over the increasing number of cannabis retailers in the area.
Dr. Shahid Rasul, a board-certified physician with over 15 years of experience in critical care and addiction medicine, presented his application during the board meeting. He plans to transform a former hair salon into a legal cannabis shop. Dr. Rasul emphasized that the dispensary will feature frosted glass windows and an interior design aimed at ensuring privacy, stating that passersby would not be able to see inside even if the door were open. The dispensary will also implement 24-hour surveillance, with footage retained for approximately 120 days.
To promote responsible cannabis use, Dr. Rasul intends to host regular public seminars and provide advanced training for staff to recognize and refuse service to intoxicated customers. “I am committed to the well-being of patrons and the community,” he remarked during the meeting.
The location of the proposed dispensary is strategically situated mid-block between Second and Third Avenues, adjacent to a Vitamin Shoppe. It adheres to state regulations, being over 1,000 feet from the nearest existing dispensary. However, some board members expressed worries about the potential for East 86th Street to become a concentration of cannabis retailers. One member voiced concerns about turning the street into a “cannabis corridor,” while another referred to it as “Marijuana Boulevard.”
Despite these concerns, some board members voiced support for Dr. Rasul’s application, highlighting his medical background and the security measures planned for the dispensary. One member stated, “I think we have a very professional and well-run dispensary in front of us,” contrasting it with other, less regulated dispensaries that often feature loud signage aimed at younger demographics.
The proposal will now proceed to the full community board for further consideration before being sent to the Office of Cannabis Management for final approval. Representatives from Primary Care Group are expected to participate in the upcoming full board meeting and may address the public during this session.
