The White Earth Nation opened its first off-reservation cannabis dispensary, named Wabigwan Mashkiki, in Moorhead on May 23, 2025. This new establishment follows the tribe’s earlier venture into cannabis sales, which commenced with an on-reservation dispensary that opened for adult recreational use in August 2023. Another dispensary is set to open in St. Cloud later this summer.
White Earth Nation’s attorney, Mitch Chargo, highlighted the complexity of the tribe’s newly established compact with Minnesota. The agreement represents a pioneering effort in which two sovereign entities can collaborate on cannabis sales, despite the ongoing federal prohibition of cannabis. Chargo noted, “You have two sovereign powers negotiating a complicated process for transacting what the state says is legal, but the federal government still says it’s not legal.”
The compact serves as a framework for tribal nations to engage with the state of Minnesota, allowing for future economic development. Chargo emphasized that this partnership is not a form of assistance but a mutual agreement that fosters revenue generation and economic independence for tribal nations.

The establishment of Wabigwan Mashkiki represents a significant step in the tribe’s economic strategy, aimed at leveraging cannabis sales to benefit its members and improve economic conditions within the nation.
