The New Jersey Business Action Center (NJBAC) has announced the completion of the Cannabis Training Academy’s (CTA) full curriculum, consisting of 10 comprehensive course levels along with a certificate of completion for participants. This initiative aims to equip local entrepreneurs with essential knowledge about the cannabis industry in New Jersey, particularly focusing on the complex licensing processes necessary for starting a cannabis business.
Melanie Willoughby, Executive Director of NJBAC, emphasized that the program demonstrates the State’s ongoing support for entrepreneurs and cannabis operators looking to expand their expertise. Willoughby stated, “This program is unique in the country, and it marks a historic moment for New Jersey as we conclude the largest cannabis technical assistance program nationwide.”
The CTA offers free, online courses designed for individuals aged 21 and older, making the content accessible year-round. Participants can engage with webinars, live Q&A sessions, and updated materials that reflect the latest laws and regulations in the cannabis sector. The curriculum covers various topics, including application requirements, municipal approvals, zoning issues, business planning, license conversions, and insurance needs. Through more than 60 courses, students can gain practical knowledge to navigate the pitfalls that many cannabis businesses face.
Since its launch in October 2024, the CTA has registered over 1,300 students and produced more than 20 hours of supplemental video content. Completing the program awards students an official CTA certification, which can be included with their applications for cannabis licenses from the New Jersey Cannabis Regulatory Commission (NJCRC).
Penni Wild, Deputy Executive Director at NJBAC, highlighted the cost-saving aspect of the CTA, stating that obtaining similar consulting services could typically cost tens of thousands of dollars. By participating in the program, entrepreneurs learn how to tackle the licensing process themselves, reducing reliance on costly outside consultants.
The licensing process for cannabis businesses can be challenging and expensive, often costing entrepreneurs thousands or even millions of dollars before they can open. Some applicants face high consulting fees due to the perceived stigma surrounding the cannabis industry, which deters many companies from working with cannabis businesses.
The CTA was established in response to the growing demand for guidance as adult-use cannabis sales began in New Jersey. Initially, the State sought to fund this program through revenues generated from cannabis sales instead of general tax dollars. This approach has allowed for the creation of a program that directly benefits those entering the cannabis market.
Despite these efforts, financial barriers remain a significant hurdle for many aspiring cannabis business owners. The New Jersey Economic Development Authority (EDA) has attempted to provide grants to support local businesses, but some funds have gone to out-of-state companies, leaving local entrepreneurs without the necessary financial backing.
As the cannabis market in New Jersey continues to evolve, the CTA aims to prepare a well-informed workforce and knowledgeable cannabis operators, ultimately contributing to a safer consumer experience and a more robust industry.
