The cannabis industry is expanding in the Lower Hudson Valley, specifically in Westchester and Rockland counties, where the number of legal dispensaries has reached 19. This growth follows the legalization of cannabis sales and consumption for adults in New York in 2021.
The recent opening of 202 Cannabis Co. in Haverstraw in early May marked a new addition to the region’s cannabis market. Since New York’s legalization, hundreds of dispensaries have launched statewide, with the first licenses issued in 2022 under the Conditional Adult Use Retail Dispensary program. This program prioritized applicants who had been adversely affected by previous marijuana laws, allowing them to obtain licenses to operate legal shops.
However, the CAURD program faced legal challenges in August 2023 when a state judge temporarily halted the issuance of new licenses. A group of service-disabled veterans argued that the state had improperly awarded initial licenses to businesses with prior marijuana convictions. As a result, the issuance of further dispensary licenses was paused until October 2023.
