North Carolina Governor Josh Stein (D) announced his support for cannabis decriminalization during an interview with WRAL News on June 4, 2023. He also revealed the formation of a new advisory council focused on cannabis policy. Stein aims for the council to craft a practical approach to cannabis regulation in response to current market conditions in the state.
The governor expressed concern about children’s access to hemp-derived products, which currently lack labeling requirements and clarity on THC content. He described the state’s cannabis market as chaotic and noted the absence of regulation as a significant issue, stating, “Right now it’s so unregulated, it’s a chaotic market.”
Stein advocates for adult-use cannabis legalization, highlighting the need for better oversight to protect both children and adults. He compared the current cannabis sales environment to alcohol sales, emphasizing the importance of restrictions that safeguard minors. Stein stated, “The idea that we have a system where this product, which is a drug that can get you high, is for sale out there without any restrictions on how it’s sold… is insane.”
Despite North Carolina not having a formal adult-use cannabis program, Stein claims the state is among the most permissive regarding cannabis use due to the lack of regulations on hemp-derived THC products. He characterized the ongoing legislative efforts regarding cannabis as a struggle between different factions within the state legislature, with the House addressing vape shop issues and the Senate exploring medical cannabis.
The advisory council will bring together diverse stakeholders, including both Republican and Democratic legislators from the House and Senate, as well as public health and safety officials, to discuss and establish a clear framework for cannabis policy in North Carolina.
Additionally, Stein highlighted the need for criminal justice reforms related to past cannabis convictions, which he described as burdensome for individuals seeking jobs, housing, and education. He proposed a decriminalization approach, asserting, “We should be decriminalizing it… but for people who have this criminal record, we should have a process to expunge those criminal records so that you’re not hampered for what is a product that today is available down the street.”
Governor Stein’s actions signal a shift in North Carolina’s approach to cannabis regulation, aiming to address public health and safety while also advocating for justice reform related to cannabis-related offenses.
