The Minnesota Office of Cannabis Management (OCM) is now able to issue business licenses following the publication of the final cannabis rules in the State Register. This important development was announced on April 14th, marking the completion of the official adoption process for the state’s adult-use cannabis regulations.
With the rules now in effect, the OCM can begin issuing licenses to applicants who have fulfilled all necessary steps in the application process. The finalized rules can be accessed through the OCM’s website under the Rulemaking section.
Over a thousand applicants are vying for social equity licenses, many of whom applied for license types that are not capped by statute and will not require lotteries. From last fall’s license preapproval process, over 600 of these applicants have advanced and will be prioritized for receiving their licenses.
However, applicants seeking cultivator, mezzobusiness, manufacturer, and retailer licenses will be subjected to lotteries. These lotteries are planned to take place this summer and will include both social equity applicants and general applicants.
