Minnesota Governor Tim Walz signed a compact on Tuesday that establishes a framework for the state and the White Earth Nation to jointly regulate cannabis sales. This agreement permits the White Earth Nation’s cannabis products company, Waabigwan Mashkiki, to open a dispensary in Moorhead, with operations potentially commencing as soon as this weekend. Zach Wilson, CEO of Waabigwan Mashkiki, which translates to ‘medicine flower’ in Ojibwe, confirmed the news following the compact’s announcement.
In addition to the Moorhead location, the White Earth Nation plans to launch another dispensary in St. Cloud. This compact represents the first tribal-state agreement enacted under Minnesota’s cannabis legislation of 2023.
The compact aims to foster cooperation between the state and the tribe to regulate cannabis while prioritizing public health and safety. The Moorhead dispensary is expected to offer a variety of products, including cannabis flower and pre-rolled cannabis cigarettes.
To support these operations, the tribe has installed extraction equipment that converts cannabis biomass into CBD oils, tinctures, and other cannabis compounds. These compounds can be utilized for creating cannabis gummies, distillates for vaping cartridges, and live resins. The agreement marks a significant step in developing Minnesota’s cannabis market while honoring the partnership with the White Earth Nation.
