Ukraine is making progress in the realm of medical cannabis following a recent approval from the State Medical Service. This development comes as President Volodymyr Zelensky has advocated for medical cannabis usage since before his presidency. Polling conducted in 2020 showed that approximately 65% of Ukrainians supported the legalization of cannabis for pain relief for seriously ill patients.
In February 2024, Ukraine’s parliament passed a bill legalizing medical cannabis, which President Zelensky signed into law. This legislation took full effect in August 2024. In September of the same year, the government released an initial list of qualifying medical conditions for the program. By January 2025, officials announced that cannabis-based medicines would soon be available in Ukrainian pharmacies, likely through imports.
On June 2, 2025, the State Medical Service issued the first permit for the import of medical cannabis substances into Ukraine. The announcement noted that the permit was granted for a substance already registered in Ukraine and listed in the State Register of Medicinal Products. However, the announcement lacked further details on the specific substances or quantities involved.
In addition to medical cannabis, Ukraine’s industrial hemp sector is also progressing. The largest industrial hemp processing facility in Ukraine has recently begun operations in the Zhytomyr region. This facility, located in a repurposed flax mill, has a processing capacity of 14,000 tons per year, focusing on hemp fiber for both local consumption and the European textile market.
Since the eCannabis system launched in March 2025, numerous hemp businesses have registered, indicating a growing interest in this sector. Despite the challenges posed by the ongoing conflict with Russia and legislative hurdles, the developments in both medical cannabis and industrial hemp signal a notable shift in Ukraine’s approach to cannabis regulation. As the situation stabilizes, there is hope that cannabis could play a role in revitalizing Ukraine’s economy and contributing to the healing of its people.
